Water damage restoration in Adelaide
Adelaide has the most awkward regulatory position of the five cities on this site. South Australia replaced the regulations governing building work contractors on 1 September 2026, and nearly everything written about them online predates that. Rather than repeat a figure from a repealed instrument, this page publishes none.
Adelaide has the most awkward regulatory position of the five cities on this site, and the honest thing to do is say so rather than fill the gap with a number.
South Australia replaced its building rules three weeks ago
South Australian Legislation, Building Work Contractors Regulations 2011 [repealed] and Building Work Contractors Regulations 2026 · read 20 September 2026
South Australia replaced its building work contractor regulations on 1 September 2026: the 2011 regulations were repealed by Schedule 3 of the Building Work Contractors Regulations 2026, which are set to expire on 1 September 2037. The current building indemnity insurance threshold sits inside a PDF the build host could not retrieve, so no dollar figure is published here. Read the 2026 regulations before you rely on an older number you find elsewhere.
What was read from the South Australian legislation register on 20 September 2026: the Building Work Contractors Regulations 2011 are marked repealed on 1 September 2026 by Schedule 3 of the Building Work Contractors Regulations 2026, and the 2026 regulations are set to expire on 1 September 2037.
What was not read: the current building indemnity insurance threshold, which sits inside a PDF the build host could not retrieve. So this site publishes no South Australian dollar figure, anywhere — not on this page, not in the comparison table on the city hub, and not in the machine-readable summary. The methodology page names the omission.
Which is a problem for you, not just for us. Almost every article currently online about South Australian building indemnity insurance was written against the 2011 regulations. If you are about to sign a reinstatement contract in Adelaide, the number you find by searching is very likely to be against a repealed instrument.
What to do instead of relying on a threshold
The threshold is a floor, not a ceiling. Nothing stops you asking about the cover on a job below it, and a contractor who holds it will produce the certificate in a minute.
- Ask to see the building indemnity insurance certificate before you pay a deposit, whatever the quoted value. Every state scheme in this country requires the cover to exist before the contractor takes money.
- Ask which regulations they are working under. A contractor who says “the 2026 regulations” has been paying attention. One who quotes a 2011 figure has not.
- Get the drying and the rebuild quoted separately. The drying is almost certainly below any plausible threshold; the rebuild is where it matters.
- Check the licence. Building work contractors in South Australia are licensed, and the licence is a separate thing from the insurance.

Salt damp is not a water damage claim
Adelaide’s older stock is solid masonry — bluestone, sandstone, solid brick — and a large proportion of the damp complaints in those houses are rising or lateral damp rather than an escape of water. The two look similar at the wall base and only one of them is an insured event.
NSW Health’s description is the clearest government summary of the mechanism published in Australia: rising damp is ground moisture rising up a brick or stone wall, poor subfloor ventilation or moisture in the subfloor area makes it worse, and it is addressed by a new damp course or waterproof barrier, with weep holes and vents kept clear. Its advice is to get an experienced building consultant to check the damp course.
| Sign | Rising or lateral damp | Escape of water |
|---|---|---|
| Where it is | Wall base, a consistent height, often along a whole wall | A point source, spreading outward and downward from it |
| How it changes | Seasonal; worse in winter, slowly | Appeared, and got worse quickly |
| Salt deposits | Common — efflorescence and fretting mortar | Unusual |
| Provision | None. Not an insured event | reg 19(1)(a)(vi) or reg 19(1)(a)(xiv) |
A restoration company with moisture meters can usually tell you which it is in half an hour, and it is worth knowing before you lodge rather than after.
Solid masonry is Class 4 drying
Where there is a genuine escape of water into an Adelaide masonry wall, the drying is slower than a plasterboard-and-timber equivalent, because the water is held in low-permeance material. That is Class 4 in the framework Australian restorers scope against — see categories and classes.
Practical consequences for the quote:
- The day count is the number to interrogate, not the equipment count. Dehumidifier hire is $149 per unit per day on the published rate card, so a job that runs from four days to nine is not a small variance.
- Ask about per-day extension rates in writing before anyone starts.
- Ask for the final moisture report. Masonry that reads dry at the surface is routinely not dry behind it, and the report is what proves the building was dry when the equipment left.
| Line item | Published rate | Basis | Published by |
|---|---|---|---|
| Emergency call-out | from $149 | per attendance, excluding GST | QLD Flood Restoration |
| Carpet water extraction, first hour | from $250 | first hour, excluding GST | QLD Flood Restoration |
| Carpet dryer (air mover) hire | from $69 | per unit per day, minimum 3 days, excluding GST | QLD Flood Restoration |
| Dehumidifier hire | from $149 | per unit per day, minimum 3 days, excluding GST | QLD Flood Restoration |
The one climate advantage
Adelaide’s low ambient humidity for much of the year is a real help, because air movers only accomplish anything if the surrounding air can carry moisture away. It does nothing for water held inside masonry, and it can be actively misleading: a wall that feels dry in dry air is not necessarily dry. Again, the moisture report rather than the hand.
Emergency response and disaster assistance
South Australian State Emergency Service handles storm, flood and rescue tasking in South Australia. As everywhere, it makes buildings safe rather than drying them, and the drying is a separate call.
Where a disaster is declared, Disaster Assist (Australian Government), Disaster Recovery Payment is $1,000 per eligible adult and $400 per child. A one-off, non-means-tested payment, activated for particular declared disasters rather than available on demand. It is not insurance and it does not reduce what an insurer owes you. No South Australian state-level assistance figure is published here, for the same reason no South Australian building threshold is: it was not read from a primary source.

Two steps. Companies advertising for your Adelaide postcode call you back. Ask each one whether it is damp or a leak before you lodge anything.
Your enquiry is ready to send
Here is what happens after you submit:
- Your answers go to restoration companies that advertise for your postcode.
- No more than three of them may contact you, using the details you gave.
- You decide who, if anyone, you use. You are committed to nothing, and this does not lodge, alter or affect an insurance claim.
We are not a restoration company and we do not attend, assess or repair anything.
Common questions in Adelaide
What is the building indemnity insurance threshold in South Australia?
This site does not publish one. The Building Work Contractors Regulations 2011 were repealed on 1 September 2026 by Schedule 3 of the Building Work Contractors Regulations 2026, and the current threshold sits inside a document the build host could not retrieve. Rather than repeat a figure from a repealed instrument, no figure is given -- ask your contractor to show you the current requirement.
Why does that matter for my water damage repair?
Because reinstatement is building work, and above the threshold the contractor must hold statutory cover before taking your money. If you cannot establish where the line is, ask to see the certificate regardless of the quoted value. A contractor who holds it will produce it.
Are the insurance rules different in South Australia?
No. The Insurance Contracts Regulations 2017 and the General Insurance Code of Practice are national. The definition of flood in reg 34(1) applies identically in Adelaide and in Sydney.
Is salt damp covered by insurance?
Salt damp is not an escape of water and is not a storm. It is ground moisture rising through masonry, and it is a building condition rather than an insured event. Telling it apart from a plumbing leak is the first job on an older Adelaide house, because they look similar and only one of them is a claim.
Does Adelaide's dry climate help drying?
Low ambient humidity genuinely helps, because air movers only work if the air can carry moisture away. It does not help with water held in solid masonry, which is Class 4 drying and runs on its own schedule.
