The 1 July 2026 changeover

Victoria changed schemes mid-2026. Domestic Building Insurance applied to contracts signed before 1 July 2026 and generally covered up to $300,000 for homes up to three storeys, but only where the builder died, disappeared or became insolvent. Home Warranty applies to eligible contracts signed on or after 1 July 2026, covers up to $400,000 in total per home, and is not limited to those three triggers. DBI cover does not transfer to Home Warranty.

In plain terms, four things changed:

The fourth row is the substantive change and it is a large one. Under DBI, a builder who simply refused to come back and fix defective reinstatement was not a DBI claim — they were alive, present and solvent. Under Home Warranty, that scenario is inside the scheme.

DBI cover does not transfer. The Building and Plumbing Commission is explicit about this. An existing DBI certificate continues under its own terms; it does not convert. So a Melbourne household with a half-finished reinstatement under a contract signed in June is under the old scheme and a neighbour who signed in July is under the new one.

What to ask a builder quoting your reinstatement

Because the changeover is recent, the useful questions are specific and they are about paperwork rather than price:

  1. What is the date on the contract you want me to sign? Not the date of the water event. The contract date.
  2. Which scheme applies, and will you show me the certificate or notice of cover before I pay a deposit? Both schemes require the cover before payment.
  3. Is this quote over or under the threshold? $16,000 for a pre-July contract, $20,000 for one signed since. Work that lands just under the line has no statutory scheme behind it, and quotes do get written that way.
  4. If the work is defective and you will not come back, what is my remedy? Under Home Warranty that is a scheme question. Under DBI it was not.

Drying and rebuilding are two different contracts

This matters more in Victoria right now than elsewhere, because the scheme question attaches to the building work and not to the drying. A structural drying job — extraction, air movers, dehumidification, monitoring — is usually well under either threshold. On the published rate card this site reproduces, most of a house dried for seven days with HEPA filtration comes to $8,885 excluding GST.

The reinstatement that follows is where the numbers get to $16,000 and $20,000, and it is the reinstatement the scheme is about. Treat them as two decisions: get the building dry fast, and take your time over who rebuilds it.

Who responds in Victoria

Victoria State Emergency Service is the control agency for flood and storm in Victoria. VICSES is the control agency for flood and storm in Victoria.

As everywhere, the emergency response and the restoration are different things. VICSES will make a storm-damaged roof safe. It will not extract water from your carpet, and the longer the gap between the two the more of the building is coming out rather than being dried.

Melbourne housing stock and drying

Two features of the Melbourne stock change the drying job, and neither is a claim question:

  • Suspended timber floors over subfloor voids are common in the older inner and middle suburbs. Water goes through the floor and then sits underneath it, where nothing above ground level will dry it. Subfloor drying is a separate equipment set and a separate line on the quote — ask whether it is included.
  • Solid brick and rendered masonry is Class 4 drying. Water held in masonry comes out slowly and the job runs longer than a plasterboard-and-timber equivalent. Every extra day is another multiple of the daily hire rate, which is why the day count is the number to interrogate on a Melbourne quote.

Melbourne’s cooler, drier winter air is genuinely helpful for drying and genuinely unhelpful for the reverse reason: a building can feel dry at the surface while the material behind it is not. The moisture report is the document that settles it. Categories and classes covers what Class 4 means for the schedule.

There is a third feature worth raising with anyone quoting a Melbourne job, and it is the one that turns a drying contract into a building one. A great deal of the inner and middle stock predates the late 1980s, which means bonded asbestos sheeting is plausible in wet areas, eaves and bathroom linings. A flood cut through that material is licensed work. It does not usually stop a job, but it changes who can do it and how long it takes, and it almost never appears on a first quote. Ask the question before the demolition is scheduled rather than on the morning it was supposed to happen.

Disaster assistance

Where a disaster is declared, Disaster Assist (Australian Government), Disaster Recovery Payment is $1,000 per eligible adult and $400 per child. A one-off, non-means-tested payment, activated for particular declared disasters rather than available on demand. It is not insurance and it does not reduce what an insurer owes you. It is Commonwealth, event by event, and it does not reduce what an insurer owes you. No Victorian state-level figure is published on this site, because none was read from a primary source.
